Questions & answers
Short answers on income tax, sales tax, companies, and how we work.

Income tax
What is the Active Taxpayer List (ATL)?
The ATL is the FBR's list of people and businesses who have filed their income tax return. Being on it means lower withholding tax on many transactions, such as banking, property and vehicles.
I didn't file last year. Can I still become a filer?
Yes. Pending returns can be filed late. A surcharge may apply to join the ATL after a late return. We'll file what's needed and get you on the list.
What is a wealth statement?
It's a statement of your assets and liabilities at the end of the tax year, filed with your return. It has to reconcile with your income and expenses for the year.
My employer already deducts tax. Do I still need to file?
In many cases, yes. Filing is also the only way to get on the ATL and to claim back any tax deducted in excess.
Sales tax
When do I need to register for sales tax?
It depends on your type of business, turnover and whether you deal in goods or services. Manufacturers, importers, many retailers and most service providers need to register. Tell us about your business and we'll confirm.
What happens if I miss a sales tax return?
Late filing brings penalties and default surcharge, and can make you inactive in the sales tax system, which affects your buyers too.
Companies & SECP
How do I register a company in Pakistan?
Companies are registered online with the SECP. You reserve a name, submit the incorporation documents and pay the fee. We handle the whole process and the steps that follow.
What filings does a company have every year?
At minimum: the annual return with the SECP, the income tax return with the FBR, and withholding tax statements. Many companies also have sales tax, audit and other requirements.
Can a company be closed?
Yes. An inactive company can be closed through the SECP's striking-off or winding-up process, once its filings are brought up to date.
Budget 2026–27
Is there still a surcharge on salary income?
No. From Tax Year 2027 the 9% surcharge on salaried individuals has been withdrawn by the Finance Act 2026. The 10% surcharge still applies to other individuals and AOPs with taxable income above Rs 10 million.
What advance tax applies when buying or selling property now?
The seller pays a flat 2.75% of the gross sale value (section 236C) and the buyer a flat 1.25% of the fair market value (section 236K).
What is the algorithmic settlement mechanism?
For certain notices and audits, the FBR's system can offer a settlement. Accept it on IRIS within ten days, pay and revise your return, and the issues in that notice are closed without a separate penalty.
Do I have to issue sales tax invoices for exempt supplies?
Yes. Invoices with a verifiable FBR invoice number are now required for exempt supplies and advance receipts as well.
